Did you have any idea that in 2007, life expectancy was DROPPING anywhere in the world? I sure didn't. Although I'm sure it's not quite what you meant, the term "value for money" makes it seem like Botswana and South Africa might be a bad investment. In fact, that's where we should be investing most agressively, trying to prevent the needless death of huge numbers of working-age people (the very people best suited for solving their countries' problems!).
